[PORT FROM R2] intel_idle: reduce s0i3 exit latency number

BZ: 13767

Current code has S0i3 exit latency set to 5000usecs
This is much higher than the measured latency which
is around 2800usecs

s0i3_entry_latency = 894.375usecs
s0i3_exit_latency  = 1882usecs

Need to reduce this to 2800usecs
