hdmitx: force to set rxsense state low if hpd is low [1/1]

PD#OTT-3663

Problem:
when hpd low, hdmitx phy is disabled, the rxsense
state is not right

Solution:
force to set rxsense state = 0 when hpd is low

Verify:
