Share arg validation runtest and run-pmi-diff (#20812)

* Share arg validation runtest and run-pmi-diff

Use the same arg validation in runtests.py and run-pmi-diffs.py

* Add valid arches to ci_arch
scripts/coreclr_arguments.py [new file with mode: 0644] blob
