Disable some unreliable GC tests under JIT stress.

These tests depend on the JIT not extending lifetimes. This dependency
is frequently unsatisfied when running under JIT stress modes (e.g.
JITStress=1/2 or JITStressRegs=1).

Contributes to #12920, #12923, #12922, and #12921.
