hdmitx: adjust PHY parameter with 5.1 ohm resistor [2/2]

PD#SWPL-2927

Problem:
No enough eye diagram when adding TMDS 5.1 ohm resistor

Solution:
adjust PHY parameter with 5.1 ohm resistor
