hdmitx: default set frac_rate_policy to 1 [1/1]

PD#SWPL-1955

Problem:
The /sys/class/amhdmitx/amhdmitx0/frac_rate_policy is 0 when
uboot not contain frac_rate_policy

Solution:
Default set frac_rate_policy to 1
