ionic: Initialize the 'lif->dbid_inuse' bitmap

ionic: Initialize the 'lif->dbid_inuse' bitmap

When allocated, this bitmap is not initialized. Only the first bit is set a
few lines below.

Use bitmap_zalloc() to make sure that it is cleared before being used.
