test: Remove QSKIP from tst_QFocusEvent::checkReason_ActiveWindow()

This test actually passes using the "xcb" platform and fails otherwise.

Second, the Jira task is misleading since it refers to
tst_QFocusEvent::checkReason_Shortcut()
