packaging: Add NO_LIBTRACEEVENT option to build perf tool

Add NO_LIBTRACEEVENT=1 option to build perf tool.
During building perf tool, there is an below error.

[   39s] Makefile.config:1144: *** ERROR: libtraceevent is missing. Please install libtraceevent-dev/libtraceevent-devel or build with NO_LIBTRACEEVENT=
