rpi3: enable jtag gpio option

Enable jtag gpio option at 1st bootloader level. The option
enables jtag gpio as alt4 mode as like following:
 GPIO22 - PIN13 - TRST
 GPIO23 - PIN16 - RTCK
 GPIO24 - PIN18 - TDO
 GPIO25 - PIN22 - TCK
 GPIO26 - PIN37 - TDI
 GPIO27 - PIN07 - TMS

This is requested for debugging secure world with jtag.
