xcoff.h (ASM_OUTPUT_ALIGNED_LOCAL): Append alignment to section name.

* config/rs6000/xcoff.h (ASM_OUTPUT_ALIGNED_LOCAL): Append
alignment to section name. Increase default alignment to word.
