dv: HDR Luminance exceeded recommendation range [1/1]

PD#SWPL-13766

Problem:
HDR Luminance 285.5 exceeded recommendation range 300~400

Solution:
increase graphic target max luminuance for HDR output

Verify:
Verified on u212
