Enable ManifestDirectUpdate for ReadonlyUpdateInstalled pkg

- User can update preload pkg by downloaded pkg
  and its installation procedure is called "ReadonlyUpdateInstall".
- ManifestDirectUpdate for these kind of packages should be enabled
  in case of db corruption.
