darwin.h (REGISTER_TARGET_PRAGMAS): Define.

        * config/darwin.h (REGISTER_TARGET_PRAGMAS): Define.
        * config/darwin-c.c: New file.
        * config/darwin-protos.h: Declare new functions.
        * config/rs6000/t-darwin (darwin-c.o): New rule.
        * config.gcc (powerpc-*-darwin*): Define c_target_objs and
        cxx_target_objs.
        * doc/extend.texi (Pragmas): New section.

        * gcc.dg/pragma-darwin.c: New test.
