  94 any previous fallback resource specification for the application context.
  95 The intended use for fallback resources is to provide a minimal number
  96 of resources that will make the application usable (or at least terminate
  97 with helpful diagnostic messages) when some problem exists in finding
  98 and loading the application defaults file.
