1907 Finally, a new and improved IO Channel and condition watch

1910 When watching file descriptors, for which there is no select()
1911 like functionality on Win32 that would work on all Win32 platforms
1912 for all types of file descriptors (including anonymous pipes), we
1913 start a new thread that blocks while trying to read from the file
1914 descriptor. When the read returns, a Win32 Event is signalled that
1915 the polling routine eventually notices. Meanwhile, the data being
1916 read is stored in a circular buffer, from where the IO channel's
1917 read() method picks it up.
1919 If the buffer fills up the reading thread has to wait for space
