2812 start a new thread that blocks while trying to read from the file

2814 the polling routine eventually notices. Meanwhile, the data being
2815 read is stored in a circular buffer, from where the IO channel's
2816 read() method picks it up.

2819 becoming available. For this another Win32 Event is used. The IO
